That is a strange idea - why would a prohibition on cloning humans be "God’s ultimate golden rule?" We have cloned sheep so it's unlikely there are technical reasons why we can't clone humans. It is probably possible to do so, but that may never happen due to legal and ethical restrictions. Cloned humans would grow up very differently if raised in different environments - they would not be duplicate identities.
