Ogilvy & photo conundrum

Winston makes a great deal about having once in his hand the photograph of three men in New York. This is tangible proof of the Party's lies.

But he invents his Ogilvy fable. Isn't this - assuming the story is approved - just as revelatory? If say the next Winston comes along in years to come, and discovers Ogilvy is made up, then would that not be just as revelatory.

What is the difference? He is aware of the lie either way.

Is it because the photograph was physical proof?

I have been discussing this on another site and I am looking for any input.
