Recommendation for a novel involving political theory.

I'm looking for a novel (it should be written before 1940) where the characters' problems originate from political ideology in his surroundings. I'm not looking for a book where a character is directly involved in army or is discriminated against some political laws, what I want is some deep analysis of how big shots keep on oppressing the normal citizens since the advent of monarchy in human history.
To give you an example: I was reading Father Goriot by Honore de Balzac, and I was really moved by the views of Vautrin (Jacques Collins) on then current situation of a normal student. Tolstoy, also, describes the immorality of political ideologies and the redundancy of rulers and armies in his books like Anna Karenina or The Kingdom of God lies within You.
Political situations should be analyzed anthropologically or sociologically (by that I simply mean not just external torments done by those in power but the very psychology and history of their minds to do so) in the recommended book.
To be honest, Jean Paul Marat's writing kinda give me the adrenaline I long for and I'm searching something like that but more organized and related to a man's life like the works of Balzac or Tolstoy.
