Chapter Nine
The Man in the Spectacles
Chapter Summary and spoiler?

In preparation for their visit to Dr. Bull, Wilks provides Syme with a code consisting of finger taps so they can conduct a covert conversation about the assassination plan during the interview with Bull. When they get to Bull’s room, they tell him a long story to justify why they need to locate the Marquis. Bull listens to them in silence smiling like a madman. As always, his eyes are masked by the dark glasses he wears constantly. Finally Syme has an epiphany which he attempt to communicate to Wilks via their code. Wilks basically tells them to shut up so Syme acts on his intuition and asks Dr. Bull to remove his glasses. Wilks is nonplussed but The Doctor complies, and it is immediately obvious that he is an imposter; in fact, he reveals that he is a policeman and has taken to wearing the glasses on the advice of a man in a dark room at Scotland Yard. The three quickly head to France.

Ok, so 4 of the 7 members of the Anarchist Council are actually not anarchists; in fact they are detectives recruited by the same mysterious person.
