Thomas Wolfe "Of Time And The River"

Unread post

Could anyone tell me what Thomas Wolfe means when he writes ''men with buckles on their arms are raking leaves in yards as boys come by with straps slung back across their shoulders''.
buckles on their arms?
boys with straps slung back across their shoulders?
Is this even his work, or is it just sloppy editing?
