Part 1 of this book, the first 4 chapters, is about the structure of the Government - the 3 branches, the checks & balances between them, etc.

This chapter notes how the executive branch has accumulated more power over time.
  • Federal agencies "make many, many more laws than Congress does, yet the people who run agencies are not elected." p. 85
  • "Executive Orders have the force of law - like statutes and regulations." p. 89
  • Commander in Chief "The Constitution sets up a micro struggle between Congress and the president when it comes to the power to control wars. It does not make clear who is the ultimate boss here. As a result, we've seen a quiet accumulation of power in the presidency." p. 97
  • "It's of critical importance that Congress, and ultimately the voters, keep a close eye on the escalation of presidential powers under both Republican and Democratic presidents. Once in the toolbox, they are there to stay." p. 101
