No. Firstly, anyone that they'd give them to, it would be a donation.
Second, Iran, which is pretty much a theocracy, supports a view that nuclear weapons are immoral. Now, that might not seem like much to us, but when an Islamic theocracy says that Nuclear weapons are anti-Islamic, well, it's a big deal to them. A fatwa against nuclear weapons has been issued by the Supreme leader Ayatollah Khamenei.
