So you either have no firewall or just the poor excuse for one that comes with windows. You do need one, your system is probably full of nasty bits hiding. If I were to recommend a paid one it'd be Outpost Firewall, it's a good and fairly easy to use application. There's other good ones out there of course.
As for the meta refresh, you were just reading about the wrong thing. Meta refresh has nothing to do with your refresh rate, which is indeed a monitor setting. Meta refresh uses (amazingly enough) a meta tag in html to refresh a page. It's that simple.
I'd strongly suggest you clean up your system and do some preventative maintenance. Get a good firewall, make sure it's configured correctly, get
Spybot S&D and run it. If you're still having this issue after that then I'll try and help further.
