Great comments, guys. I do think there are plenty of believers who utter those words fully convinced they're doing something positive and potentially influencing God to take action.
Most of the time "God bless you" is said in an almost reflexive ritualistic fashion with little to no actual thought behind the words, but there are other times when people ask for blessings and it seems pretty clear they expect their deity to hear their pleas and do something.
An example is at the dinner table. When people pray before dinner and ask their God to bless the food they are about to eat are these really considered empty words with no intention of causing an effect? I doubt it. Believers think God is listening and somehow doing something to the food and recipients of that nourishment.
