Or, more seriously, is there a 'per mile' tax on each road, you get charged a dollar per mile for driving? Or each time a terrorist is slain by a US troop, a tax of $100 is taken from each American? And education, would we get charged based on how lousy our children did on their report cards? "You got a D, dammit, that's $500 for a D, Nolan! You're paying for it, go fetch the mower and tune it up. Your skinny rump'll be mowin all week."
