If they had a right to express their beliefs
within reason, then no praying would be done. Prayer isn't reasonable. It's a personal activity that invokes a placebo effect much like meditation. In a public forum, the function is different, and is meant to be an expression of belief. What is believed is that prayer does 'something'. But there is no reason for that belief, because all the evidence indicates prayer either does nothing, or has a placebo effect that can sometimes even turn out to be detrimental.
In a public setting, I see it as nothing more than an expression of stupidity. My boss prays sometimes before meetings, and although I respect him dearly, it's insulting and embarrassing to me, even though I say nothing. I'm embarrassed to be a part of an organization where such a thing is common in a (somewhat) public setting. Doing the same thing at a graduation would be worse. It's absurd to walk all over a person's beliefs when the peaceful alternative is to shut your mouth. Meaning, prayer at a graduation is categorically the same as picketing a dead soldier. There's enough 'idiot pollution', we don't need to defend the polluting of graduation ceremonies as well. Keep the Dumb away from schools and locked up in churches.
